I think he's correct that the visible level of government we elect in democratic systems don't really run things or hold real power. I don't think the AI is the source of power either - it's a tool - albeit a very powerful one.
My gut feeling is that these technologies have been around for a long time and drip fed into the public domain. A form of Internet (ARAPNET) was being developed in military circles in the 50s, Blackrock has been using their form of AI (Aladdin) since the 90s to snap up control of the world's assets.
I guess there is a chance that some of these technologies went rogue (or could go rogue) in a Frankenstein's monster kind of way... but I doubt it.
The other things this guy was talking about - getting everyone in Africa connected up - is a part of Agenda 2030 - Everything needs to be connected up - it's the Internet of Things, The Internet of Bodies - there is copious amounts of documentation... and this has been a long time in the planning - Schwaub's WEF and Stakeholder Capitalism has it's roots in the Rockefeller/Zbigniew Brzezinski doctrine. Check out Brzezinski's book "Between Two Ages: America's Role in the Technetronic Era" - it's over 50 years old but describes what is happening. Of course, Schwaub, Rockefeller, Brzezinski, Kissinger were all cut from the same cloth.
The other interesting thing the guy said was that humans not augmented by the AI would be classed as almost a different species... there is the transhumanism aspect for you. Another key aspect of Agenda 2030. Maybe the most important one of the lot. You can't patent nature but you can patent nature augmented by invention.
